Rabat – Morocco’s National Authority for Probity, Prevention, and the Fight Against Corruption (INPPLC) and the International Anti-Corruption Academy (IACA) signed a memorandum of understanding (MoU) on Wednesday in Doha, on the sidelines of the 11th Conference of the States Parties to the UN Convention against Corruption.
Morocco’s Ambassador and Permanent Representative to Vienna, Azzeddine Farhane, attended the ceremony along with several INPPLC officials and members of the Moroccan delegation participating in the UN Convention against Corruption conference.
INPPLC President Mohamed Benalilou and IACA’s acting Dean Drago Kos, signed the MoU, establishing a framework for institutional cooperation between the two organizations.
The document aims to foster experience-sharing and the development of joint programs in areas including corruption prevention, capacity-building, training, scientific research, and the promotion of integrity, in line with international standards such as the UN Convention against Corruption.
Anti-corruption cooperation
According to the INPPLC, the agreement reflects Morocco’s growing commitment to strengthening international cooperation in the prevention and fight against corruption.
It stems from a shared awareness of the serious challenges corruption poses to societal stability, the security of communities, the robustness of democratic institutions, ethical values, and the rule of law, as well as its direct impact on sustainable development, economic and social prosperity, and the full enjoyment of human rights.
The MoU also shows the conviction of the two parties that fighting corruption cannot be a purely sectoral or institutional effort. Rather, it requires a comprehensive societal approach involving public institutions, the private sector, civil society, and individual actors.
Key areas of cooperation include launching and supporting joint projects, holding regular meetings to evaluate programs and set future priorities, exchanging information of mutual interest, and collaborating on capacity-building and institutional development programs.
The agreement also provides for bilateral cooperation in training, education, scientific research, organization of specialized seminars and conferences, and technical assistance.
According to the INPPLC, the MoU demonstrates Morocco’s commitment to contributing actively to global efforts to build more effective integrity systems, while strengthening its role within international networks and specialized institutions.
This signing carries particular symbolic weight given IACA’s international status as a leading institution in anti-corruption training, research, and capacity-building, as well as a global hub for sharing experiences and best practices.
It also reflects growing recognition of the INPPLC’s role as a key constitutional actor in implementing public integrity and anti-corruption policies and as a trusted partner within the international anti-corruption framework.
