CNDH President Outlines Morocco’s Human Rights Reform in Mexico’s Supreme Court

Bouayach said Morocco’s experience is based on five essential pillars, including respect for the rule of law and prevention of any violations stemming from the State itself.

Rabat – Amina Bouayach, the President of the National Human Rights Council (CNDH), has outlined Morocco’s human rights experience and model, describing it as the product of a deep process. 

She made her remarks at the Supreme Court of Mexico during the launch of a collective work titled “Human Rights: Contemporary Challenges and Perspectives in a Globalized World” on Friday.

She said the process behind Morocco’s model aims to “elevate human dignity from a simple abstract concept to a central reference guiding constitutional, legislative, and institutional reforms, making human rights a structuring framework for legislation and public policies.”

Bouayach stressed the foundations of Morocco’s experience, which is based on five essential pillars, including respect for the rule of law and prevention of any violations stemming from the State itself.

The other pillar also covers protection of rights through judicial and non-judicial mechanisms, promotion of human rights through public policies, as well as establishing the principle of correlation between responsibility and accountability, among the principles.

Bouayach recalled how Morocco has undergone a decisive shift to place human rights at the “heart of public debate,” strengthening citizen involvement – a development that led to the creation of the Equity and Reconciliation Commission.

The commission is in charge of addressing past human rights violations, whose recommendations formed the foundation of  “major” constitutional, legislative, and institutional reforms.

During the event, Bouayach recalled the pillars of Morocco’s approach to reforms, including consensus rather than compromise, solutions adapted to the national context, and the integration of all stakeholders through an approach that covers all regions in Morocco.

Building a state that protects or defends human rights is a gradual and participatory process based on dialogue and adaptation to national specificities, while taking into account the universality of human rights in three dimensions,” Bouayach said, recalling prevention, protection, and promotion as key to the process.
