Agadir – CNDP, GAM and UACC signed together a new agreement to integrate advertisers and communication agencies into the DATA-TIKA framework, a program designed to strengthen how personal data is handled across Morocco’s marketing and digital ecosystem.
The partnership is intended to make data protection a core professional standard in advertising, communication, and digital marketing.
It focuses on helping companies align with Morocco’s personal data protection law (Law 09-08), while also encouraging responsible data governance and positioning privacy compliance as a driver of trust, innovation, and competitiveness in the sector.
About the program
DATA-TIKA is an initiative created by the National Commission for the Control of Personal Data Protection (CNDP) to guide organizations toward compliance through practical support such as awareness campaigns, training programs, audits, and operational tools.
The program aims to safeguard personal data, since personal information is now deeply embedded in everyday economic, social, and administrative activities.
Through DATA-TIKA, CNDP ensures that personal data processing is lawful and does not violate privacy, fundamental freedoms, or human rights.
DATA-TIKA is structured around three main tracks designed to cover the entire ecosystem. One track targets private companies and economic actors, one focuses on government and public services and one supports civil society organizations and NGOs.
These formats aim to embed strong data protection practices across the private sector, public sector, and civil society.
The program is expected to help standardize professional practices, raise sector standards, and strengthen credibility with both clients and the public.
The agreement is set for four years and includes the creation of a joint monitoring committee to coordinate actions and evaluate progress.
Morocco aligns its strategies with market automation
In Morocco, the expansion of marketing automation and data-driven advertising is increasingly shaping how companies compete, which makes the DATA-TIKA initiative being positioned as more than a compliance program, it is becoming a structural tool for market modernization.
The recent integration of GAM and UACC reflects how automation and hyper-personalized marketing are now central to industry operations. The agreement aims to make compliance with Law 09-08 a structural foundation of digital marketing practices, especially as data exploitation and personalized targeting become standard across campaigns.
Beside this initiative, Morocco has taken concrete steps in recent years to strengthen data protection and digital compliance, particularly through closer collaboration between public authorities and the private sector.
A notable example is the partnership between CNDP and the General Confederation of Moroccan Enterprises (CGEM), which aims to help companies better understand and apply national privacy rules under Law 09-08.
The initiative focuses on raising awareness, offering training, and giving businesses direct access to CNDP expertise and tools to improve compliance and data security practices.
It is also designed to make data protection a driver of competitiveness and digital trust, while supporting responsible and secure digital transformation aligned with international standards and Morocco’s broader digital strategy.
