Rabat – The Government Council held a meeting on Thursday in Rabat, during which it examined and approved several regulatory texts and endorsed proposals for appointments to senior government positions.
Chaired by Head of Government Aziz Akhannouch, the council renewed a satellite telecommunications license granted to the company A.S Cimecom, approved a decree aimed at simplifying procedures for opening and operating private nurseries, and acknowledged a bilateral agreement with Jordan on mutual legal assistance in criminal matters.
The council first approved draft decree No. 2.26.139, renewing the license granted to A.S Cimecom for the establishment and operation of a public VSAT satellite telecommunications network.
According to government spokesperson Mustapha Baitas, the license has been extended for an additional five-year period starting February 15, 2026, in line with existing regulations and following a favorable opinion issued by the National Telecommunications Regulatory Agency (ANRT).
VSAT (Very Small Aperture Terminal) networks enable satellite telecommunications services, particularly in isolated areas or regions insufficiently covered by terrestrial infrastructure. These systems are commonly used by businesses, public institutions, and infrastructure operating in remote territories.
Simpler procedures for private nurseries
The council also adopted draft decree No. 2.24.874 amending and supplementing decree No. 2.08.678 of May 21, 2009, which implements provisions of Law No. 40.04 governing the status of private nurseries. Presented by the Minister of Youth, Culture, and Communication, Mehdi Bensaid, the reform aligns with Law No. 55.19 on the simplification of administrative procedures.
The measure aims to streamline and digitize the process of obtaining licenses to open and operate private nurseries, as well as authorizations related to the expansion or modification of these establishments. The reform forms part of broader efforts to modernize public administration and reduce processing times for administrative procedures.
Tangier industrial zone
Another item examined by the council was draft decree No. 2.25.1114 amending decree No. 2-02-642 establishing export free zones in the Tangier-Mediterranean Special Development Zone.
The amendment concerns the decree related to the creation of the Ksar El Majaz Industrial Acceleration Zone and aims to better respond to investors’ needs while strengthening Morocco’s position within the international maritime trade system, Baitas explained during the post-meeting press briefing.
Morocco–Jordan judicial cooperation
During the meeting, the council also took note of an agreement signed on October 5, 2025, in Amman between Morocco and Jordan on mutual legal assistance in criminal matters. It also examined draft law No. 012.26 approving the agreement.
The agreement aims to strengthen judicial cooperation between the two countries, particularly by facilitating the exchange of information and legal assistance in criminal cases with transnational dimensions.
Senior government appointments
Finally, the Government Council approved several proposals for appointments to senior positions within various ministries, including:
- At the Ministry of Transport and Logistics: Samir El Mkari, appointed Director of Administrative, Legal, and General Affairs.
- At the Ministry of Solidarity, Social Integration and Family: Youssef Akhlou, appointed Director of Human Resources, Budget, and General Affairs.
- At the Department of Sustainable Development within the Ministry of Energy Transition and Sustainable Development: Ahmed Ibn El Khadim, appointed Inspector General.
