Morocco Launches ‘PACTE TPME’ to Accelerate SME Growth

Morocco has launched a new national plan to accelerate the growth and transformation of very small, small and medium-sized enterprises as part of its 2026-2030 development strategy.

Agadir – The Morocco SME Agency launched a plan to accelerate the progress of very small, small and medium-sized enterprises (TPMEs), under the name “PACTE TPME”.

The initiative was released during a ceremony presided over by the Minister of Industry and Trade, Ryad Mezzour, in the presence of the Minister of Tourism Fatim-Zahra Ammor, and the President of the General Confederation of Moroccan Enterprises (CGEM), Chakib Alj.

Speaking on the occasion, Ryad Mezzour stressed that the “SME PACT”, built on participatory governance to better align with the needs of businesses, aims to provide SMEs with high-level shared services.

“In my address, I emphasized that the current phase calls for a change in the model; it is no longer merely about creating jobs, but rather about generating value and wealth, which in turn leads to the creation of more qualified and quality employment opportunities,” Mezzour added. 

He further explained that the objective is to facilitate access to advanced expertise, particularly in information systems and management practices, which often remain financially inaccessible to smaller structures.

Mezzour pointed out that this initiative is part of 2026–2030 national strategy, and “revolves around four integrated axes: structuring and foundations, resilience, competitiveness, and growth, with the aim of enhancing the competitiveness of very small, small, and medium-sized enterprises, accelerating their transformation, and supporting their growth across the various stages of their development.” 

For her part, Ammor noted that the government has placed SMEs at the center of its strategy, emphasizing on innovation, job creation, territorial development, and the enhancement of Morocco’s tourism offering.

“This pact ushers in a new era for entrepreneurs, which the State, the private sector, and the regions will work together to shape, in order to establish Moroccan SMEs as a pillar of our economic sovereignty,” she argued. 

The “PACTE TPME” aims to strengthen the competitiveness, resilience, and growth potential of SMEs, seen as a key driver of economic development, job creation, and territorial revitalization.
