Morocco Publishes New Law Regulating Legal Profession in Official Gazette

Morocco introduced a new legal framework for lawyers, with new provisions addressing professional training, practice, disciplinary procedures, and the management of law firms.

Morocco Publishes New Law Regulating Legal Profession in Official Gazette

Agadir – Morocco has officially published Law No. 66.23 regulating the legal profession in the Official Gazette, marking a new step in the country’s ongoing efforts to reform and modernize its justice system, the Ministry of Justice said today.

The law introduces a framework governing the legal profession, covering areas including access to the profession, training and internships, registration with bar associations, professional practice, the organization of law offices and firms, and lawyers’ rights and obligations.

The ministry said the legislation seeks to balance the independence of the legal profession with professional responsibility, while strengthening governance, transparency, integrity, and professional ethics.

The law also establishes provisions governing professional and disciplinary procedures and appeals, with the aim of improving clarity and efficiency in procedures related to the profession.

According to the ministry, the reform forms part of a broader effort to develop legislation governing judicial professions, strengthen legal and judicial certainty, and improve the quality of services provided to litigants.

The new framework also seeks to adapt the profession to changes affecting Morocco’s justice system, including the simplification and standardization of procedures, the development of professional management mechanisms, and the digital transformation of courts and judicial administration.

The ministry said these measures are intended to improve the quality and effectiveness of legal practice while strengthening access to justice and defense rights.

The publication of Law No. 66.23 follows months of debate and opposition from lawyers, after the bill completed its legislative process and was referred to the Constitutional Court for review. 

The House of Representatives approved the legislation in a second reading despite calls from opposition parties to delay the vote, while lawyers staged nationwide strikes and protests over provisions they said could undermine the independence and self-governance of the profession.
