DGSN Signs Agreement to Strengthen State Defense in Courts

The partnership aims to strengthen state defense in courts while developing legal expertise and protecting police officers facing assault during duty.

Doha – Morocco’s General Directorate of National Security (DGSN) and the Kingdom Judicial Agency (AJR) signed a partnership agreement on Wednesday at the Ministry of Economy and Finance headquarters, pledging to enhance their cooperation in defending state interests before judicial bodies.

The agreement, signed by Economy and Finance Minister Nadia Fettah, DGSN and Territorial Surveillance Director General Abdellatif Hammouchi, and Kingdom Judicial Agent Abderrahman Lamtouni, establishes a framework to strengthen collaboration in areas of mutual interest.

According to a joint statement from both institutions, this convention will focus on managing and preventing litigation, mapping associated risks, and defending state interests in courts.

The partnership also aims to develop capabilities and exchange legal expertise to improve administrative services and strengthen citizens’ trust in public administration.

The agreement defines commitments from all signatories, including coordinating defense procedures and monitoring the execution of judgments in favor of the DGSN and its officials.

It also reinforces defense rights to ensure the application of the “State Protection” principle guaranteed to police officers who face physical and verbal assaults while performing their duties.

To ensure optimal implementation of this institutional partnership, the convention establishes a Steering Committee responsible for developing joint action plans and defining the broad guidelines for cooperation.

This will be supported by a Technical Committee tasked with implementing approved action plans and designing future projects to consolidate this cooperation.

This agreement builds on the DGSN’s ongoing efforts to strengthen institutional partnerships. In September 2022, the DGSN signed a cooperation agreement with the National Human Rights Council (CNDH) focused on training and capacity development in law enforcement.

This partnership recently launched a training program on February 24 to address migration and Morocco’s international obligations in protecting migrants’ rights.

According to the DGSN’s 2024 annual report, the agency has made noteworthy progress in several areas, including a 10% reduction in violent crimes compared to the previous year.

The report elucidated that law enforcement agencies documented 755,541 criminal cases with a 95% resolution rate. The DGSN also dismantled 947 criminal networks involved in organized crime and arrested 1,561 individuals.

It noted the agency’s digital transformation initiatives, with nearly 4.7 million electronic national identity cards issued in 2024. The DGSN expanded its international presence by securing the position of Vice President for Africa at Interpol during the 92nd General Assembly in Glasgow.
