Casablanca, Toulouse Renew Strategic Partnership As Moroccan-French Relations Deepen

Casablanca – In a significant step forward for Moroccan-French relations, the cities of Casablanca and Toulouse have officially renewed their cooperation agreement. The two parties said they hope this renewed pact will usher in a new era of bilateral collaboration focused on sustainable development, culture, education, economic exchange, and climate action.

The renewed partnership was formalized on July 7, 2025, during a high-level meeting between the Mayor of Casablanca, Nabila Rmili, and her Toulouse counterpart, Jean-Luc Moudenc, President of Toulouse Métropole.

The event, held at the Wilaya of Casablanca, brought together senior municipal and consular officials from both cities, including French Consul General Pascale Trimbach and key members of the Casablanca City Council.

“In Casablanca, ville amie, Morocco’s economic capital… We concretize these exchanges today with the signature of the renewal of the partnership between Casablanca and Toulouse,” Mayor Moudenc wrote on X, highlighting the cultural and economic ties being revitalized through this new accord. 

Originally signed in 2017, the cooperation agreement between the two cities had seen limited follow-through. However, both delegations emphasized their “shared will” to breathe new life into this partnership through “concrete and impactful projects.”

The signing signals not only a municipal commitment but also reflects the broader warming of diplomatic ties between France and Morocco, particularly following a significant political gesture made by French President Emmanuel Macron on July 30, 2024, recognizing Morocco’s sovereignty over the Sahara.

A highlight of Moudenc’s visit was the stop at Toulouse Business School (TBS) Education’s brand-new campus in Casablanca Finance City. 

The business school, with deep roots in both Toulouse and Morocco, was presented as a symbol of academic synergy and cross-cultural engagement.

We’re witnessing the revival of a strategic alliance,” said Nabila Rmili, underlining Casablanca’s openness to international partnerships in a fast-globalizing world.
