Morocco Adopts New Measures Advancing Education, Digital Transition, and International Cooperation

Rabat– The Moroccan Government Council, chaired by Head of Government Aziz Akhannouch, convened on Thursday to review a series of legislative and regulatory projects, as well as proposals for senior appointments, in accordance with Article 92 of the Constitution.

The session opened with the adoption of Draft Law No. 59.24 on higher education and scientific research, presented by Minister Azzedine Midaoui. 

The law, aligned with Framework Law No. 51.17 on the education, training, and research system, outlines public policy directions for higher education and research, establishes governance rules, defines educational and linguistic structures, and sets mechanisms for monitoring and evaluation. The measure aims to strengthen the sector’s role in developing qualified human capital capable of supporting Morocco’s strategic programming. 

Solidarity tax against catastrophic events


The Council also approved Draft Decree No. 2.24.1123, amending Decree No. 2.19.244 of September 30, 2019, which establishes a parafiscal “solidarity tax against catastrophic events.” Presented by Nadia Fettah Alaoui, Minister of Economy and Finance, the decree supports the Fund for Solidarity Against Catastrophic Events and implements provisions of Law No. 110.14 on coverage for catastrophic events, amending Insurance Code Law No. 17.99.

Suspension of import duty on cattle

To support the national red meat supply and rebuild livestock herds, the Council adopted Draft Decree No. 2.25.720, suspending import duties on cattle. The decree was presented by Fouzi Lekjaa, Minister Delegate to the Minister of Economy and Finance in charge of the budget, on behalf of Agriculture Minister Ahmed El Bouari.  

Agreement with AFROSAI

The Council approved Draft Law No. 33.25, ratifying the agreement between Morocco and the African Organization of Supreme Audit Institutions (AFROSAI) to establish the organization’s permanent headquarters in Rabat. 

Mustapha Baitas, government spokesperson and Minister Delegate to the Head of Government in charge of parliamentary relations, presented the project on behalf of Foreign Minister Nasser Bourita.

In accordance with Article 92 of the Constitution, the Moroccan Government Council has approved several high-level appointments across key ministries:

Ministry of Health and Social Protection

  • Ibrahim Salek Dalsy has been appointed Director of the Higher Institute of Nursing and Health Technical Professions in Béni Mellal.

Ministry of National Territory Planning, Urban Planning, Housing, and City Policy

  • El Hussein Ait Elhaj Dalsy has been named Regional Inspector of Urban Planning and Architecture for the Souss-Massa region.

  • Khalid Kouiza has been appointed Regional Inspector of Urban Planning and Architecture for the Dakhla-Oued Eddahab region.

Ministry of Higher Education, Scientific Research, and Innovation

  • Nabil Hmina has been appointed President of Ibn Zohr University in Agadir.

Ministry of Solidarity, Social Integration, and Family

  • Insaf Cherrat has been named Director of Women’s Affairs.
