Rabat – The Moroccan Parliament’s upper house signed three memorandums of understanding on Friday in Laayoune with the National Assembly of Equatorial Guinea, the Senate of Eswatini, and the Assembly of the Union of the Comoros, on the sidelines of the meetings of the African Parliamentarians Network for Development Evaluation (APNODE).
President of the House of Councillors, Mohamed Ould Errachid, signed the agreements with Salomon Nguema Owono, President of the National Assembly of Equatorial Guinea; Lindiwe Dlamini, President of the Senate of Eswatini; and Abdou Moustadroine, President of the Assembly of the Union of the Comoros.
The memorandums aim to strengthen parliamentary dialogue, consolidate relations with these institutions, and promote legislative and technical cooperation. They also seek to institutionalize exchanges of expertise and best practices, reinforce bilateral relations, and deepen the bonds of friendship between Morocco and the three partner countries.
Under the agreements, the parties will implement joint initiatives to strengthen institutional cooperation and elevate it into a multidimensional partnership. These initiatives will include training programs, administrative exchanges, official visits, workshops, forums, seminars, and programs tailored for both parliamentarians and administrative staff.
The signatories also committed, in accordance with their legal and administrative frameworks, to ensuring the effective implementation of these cooperative activities through their permanent legislative and administrative structures. This includes friendship groups, committees, as well as regional, continental, and international parliamentary unions.

The agreements are expected to give new momentum to parliamentary cooperation across legislative, technical, and institutional domains, providing a structured framework for ongoing collaboration and exchange between Morocco and its African partners.
Held under the theme “APNODE: A Driver for Improving Public Policy Evaluation for Inclusive Governance,” the 10th General Assembly aims to reaffirm Africa’s political commitment to evaluation, strengthen the legislative and institutional frameworks that support it, and promote regional cooperation in this field. The meeting comes at a crucial time as African countries assess progress toward the 2030 Agenda and the 2063 Agenda.
The assembly serves as a key platform for APNODE, providing space for consultation, institutional monitoring, and the exchange of experiences. It also contributes to fostering an African culture of evaluation that supports more effective, transparent, and results-oriented public governance.
