Rabat – Morocco has been appointed to help lead the review of the United Nations Global Counter-Terrorism Strategy.
The President of the UN General Assembly, Annalena Baerbock, appointed on Wednesday Morocco’s Permanent Representative to the United Nations in New York, Ambassador Omar Hilale, to serve as co-facilitator of the ninth review of the strategy. He will carry out this task alongside Finland’s Ambassador, Elina Kalkku.
Morocco’s selection reflects the strong trust it enjoys within the United Nations and its reputation as a reliable and responsible partner in promoting regional and international security. It also recognizes the country’s active contribution to multilateral efforts aimed at preventing and combating terrorism.
The appointment highlights the credibility and respect Morocco has gained at the UN level, as well as its continued commitment to dialogue, consultation, and shared responsibility. Through this role, Morocco will contribute directly to ensuring the success of the next review of the UN’s main global framework for counter-terrorism.
This new responsibility is widely seen as a strong acknowledgment of Morocco’s central role in the global fight against terrorism and violent extremism. The Moroccan counter-terrorism approach is based on a comprehensive vision that combines security measures with prevention, regional and international cooperation, and the promotion of human rights and the rule of law. It also emphasizes values of moderation, coexistence, and openness.

Under the leadership of King Mohammed VI, Morocco has developed a widely praised model to combat terrorism. This model focuses on strengthening security and intelligence capacities, maintaining close cooperation with international partners, and addressing the root causes of terrorism. These include promoting human development, social inclusion, and an Islam of moderation and tolerance.
The UN-led review process will involve consultations with all UN member states and key stakeholders. Morocco and Finland will jointly lead these discussions, which will continue until June 2026. The goal is to assess the implementation of the UN Global Counter-Terrorism Strategy and update it to respond more effectively to evolving threats.
Morocco’s appointment also comes within the broader framework of its cooperation with the United Nations. The UN Office of Counter-Terrorism opened a program office in Rabat in 2021. This office serves as a regional hub to strengthen capacities and international cooperation in counter-terrorism across Africa by sharing expertise and supporting African countries.
In addition, Morocco recently hosted an international conference dedicated to African victims of terrorism. The event was organized by the Ministry of Foreign Affairs, African Cooperation and Moroccans Living Abroad, in partnership with the UN Office of Counter-Terrorism.
