Rabat – Senior French parliamentary leaders on Thursday reiterated France’s clear position in support of Morocco’s territorial integrity during talks held in Rabat, marking a new moment of political alignment between the two countries.
The position appeared in the final declaration of the fifth session of the Morocco-France Parliamentary Forum, hosted at the House of Representatives.
The text recalled France’s official stance as previously set out by President Emmanuel Macron in a letter to King Mohammed in July 2024 VI and in a landmark speech before the Moroccan Parliament in October of the same year.
The forum brought together the presidents of Morocco’s two parliamentary chambers and their counterparts from the French National Assembly and Senate.
Parliamentary group leaders, foreign affairs committee heads, and friendship groups from the two sides also took part, underlining the political weight of the meeting.
In the declaration, the heads of the four legislative institutions welcomed the adoption of UN Security Council Resolution 2797 in October 2025. They voiced continued backing for France’s official position and urged all concerned parties to engage fully in the resolution’s application.
For their part, Moroccan parliamentary representatives expressed strong appreciation for what they described as France’s consistent and explicit support for Morocco’s territorial unity.
Southern regions at core of Morocco-France ties
The forum also placed strong emphasis on future cooperation. Participants agreed that Morocco’s southern regions grant major potential for joint projects capable of delivering mutual economic and strategic gains.
These prospects fall within the framework of the Enhanced Exceptional Partnership that guides bilateral relations.
The two sides supported a vision that places the southern regions at the heart of sector-based cooperation, with priorities such as ecological transition, sustainable resource use, human capital development, and youth access to economic opportunities.
They called for concrete partnerships in water management, renewable energy, sustainable agriculture, infrastructure, training, research, and innovation, in line with Morocco’s development approach for its southern provinces.
Morocco-France expand cooperation across sectors
Security cooperation also featured prominently in discussions. Parliamentary leaders commended close coordination between Moroccan and French authorities in counterterrorism and the fight against cross-border organized crime. They pointed to the effectiveness of joint prevention efforts and security coordination, while stressing respect for human rights.
On the broader partnership, participants said the declaration on the Enhanced Exceptional Partnership, alongside existing cooperation mechanisms, opens wider horizons for bilateral relations.
Economic cooperation received particular attention, especially in infrastructure development, green energy projects, and seawater desalination.
The forum also welcomed the two countries’ shared ambition to strengthen cooperation within multilateral frameworks, particularly across Euro-African spaces, with the aim of shared and inclusive prosperity.
On rights-related issues, participants welcomed reforms related to women’s rights in Morocco and expressed support for stronger national frameworks that promote parity and equal participation of women in public life and decision-making in both countries.
Ultimately, both sides reaffirmed their intent to deepen parliamentary cooperation as a tool to strengthen democratic practices.
They pointed to the steady, constructive nature of parliamentary relations, which they view as a key driver of bilateral dialogue and long-term political trust.
