Marrakech – Morocco’s Minister of Energy Transition and Sustainable Development, Leila Benali, represented the country at GlobSec 2026, one of Europe’s most influential security and geopolitics forums.
The 21st edition of the forum is being held from May 21-23 in the Czech capital under the auspices of Czech President Petr Pavel, convening over 1,800 participants from more than 75 countries under the theme “The Global Systemic Transformation.” It addresses Europe’s strategic role amid rising geopolitical fragmentation, power competition, and accelerating technological change.
During a panel discussion session titled “Shockwaves Across Energy Markets and the Race for Advantage,” Benali used the platform to outline Morocco’s energy strategy. Guided by King Mohammed VI’s vision, she explained, the national roadmap targets surpassing 52% of installed electrical capacity from renewables by 2030, while promoting electricity self-production and energy efficiency.

The minister stressed that Morocco’s vision rests on deepening regional integration through international partnerships that bolster energy security and contribute to responsible management of maritime straits in full compliance with international law.
Turning to the mining sector, Benali pointed to the growing global importance of critical minerals, noting that the kingdom holds significant and still underexplored mining potential.
Demand for these minerals is set to rise sharply, she observed. This upward trend is driven by both the energy transition and the digital transition. The latter ranks among the largest consumers of strategic metals and minerals, from semiconductors and data centers to artificial intelligence infrastructure.
Benali recalled Morocco’s leadership in the phosphate sector, with the country controlling 70% of global reserves. OCP Group, she noted, has evolved into a global reference player serving both world food security and the decarbonation agenda, supplying strategic minerals essential to clean energy technologies.
On maritime security, the minister drew attention to the Morocco-Spain model for managing the Strait of Gibraltar, which she described as an approach rooted in cooperation, freedom of navigation, and strict adherence to international law. The issue extends beyond legal considerations into strategic and ethical dimensions, she argued.
Benali also presented King Mohammed VI’s Atlantic Africa Initiative as a transformative project that transcends the scope of a gas pipeline to constitute a strategic corridor that can offer a natural solution to Europe’s energy needs.
Morocco today embodies a model of a country that, regardless of size or wealth, functions as a credible actor and reliable partner contributing to global security through partnership, trust, and respect for international law, the minister declared in her closing remarks.

Benali met with Czech Deputy Prime Minister Karel Havlíček on the forum’s sidelines. The two officials acknowledged the positive trajectory of bilateral relations and expressed ambitions to elevate cooperation toward a more advanced strategic partnership.
Discussions centered on developing green industrial value chains linking Africa and Europe, with Morocco positioned as a key hub.
Benali and Havlíček explored prospects for increased investment in batteries, power grids, artificial intelligence in energy systems, and critical minerals, as well as cooperation on energy systems integration. They agreed to pursue coordination toward defining a joint action program ahead of the first joint economic commission between Morocco and Czechia.
