Morocco’s HCP Launches Tender for MAD 4.98 Million AI-Powered Statistics Platform

The project is planned over 19 months and aims to modernize how official statistics are published and accessed.

Rabat – Morocco’s High Commission for Planning (HCP) has launched an international tender to develop a new integrated digital platform designed to improve access to the country’s official statistics and publications.

The project carries an estimated cost of MAD 4.98 million, including taxes, while the provisional guarantee has been set at MAD 95,000. Bids will open on September 22 following a non-mandatory information meeting scheduled for September 10 in Rabat.

The platform is intended to become the main gateway for HCP statistical data, indicators, studies, and publications, serving policymakers, researchers, media organizations, international partners, and the public.

According to the tender documents, the current website no longer fully meets growing digital expectations, particularly as demand increases for searchable, reusable data, and better connections between publications and the institution’s central statistical database. The initiative is part of HCP’s 2025-2030 strategic roadmap and broader efforts to modernize Morocco’s National Statistical System.

The contract will be delivered as a turnkey project over 19 months, divided into three phases. The first phase, lasting eight months, will build the technical foundation and deliver a minimum viable product with a multilingual interface, a semantic search engine, and a Single Source of Truth architecture.

The second phase, scheduled for five months, will expand analytical capabilities by allowing users to explore and analyze data interactively instead of simply viewing it. The final six-month phase will focus on industrialization, advanced artificial intelligence functions, cybersecurity, governance, interoperability, knowledge transfer, and project completion.

The specifications also require the contractor to handle the platform’s design, development, integration, security, data migration, deployment, staff training, and maintenance.

The platform must follow a Security by Design approach throughout its lifecycle and include a 12-month technical guarantee after provisional acceptance, covering corrective and preventive maintenance as well as technical support.

The procurement documents also outline technical expectations for an API-first architecture, multilingual content in Arabic, French, and English, open-source technologies where appropriate, AI-powered tools including a chatbot, data exploration modules, and compliance with international statistical standards.

The project comes as Morocco continues expanding digital public services. Since late 2025 and into 2026, several government initiatives have focused on making administrative services easier to access through digital platforms and artificial intelligence.

These include work on a national responsible AI framework, the development of sovereign AI tools for public administration, and the rollout of the Idarati X.0 platform to provide unified access to government services through a national digital wallet.
