Rabat – King Mohammed VI appointed Kamal Hchoumi as Minister Delegate for Preschool Education and Combating School Dropout on Friday, under the newly formed government headed by Fatima Ezzahra El Mansouri.
The 49-year-old academic and member of the Socialist Union of Popular Forces (USFP) will serve under Nabil Benabdallah, the newly appointed Minister of National Education, Preschool Education, Vocational Training and Qualification.
Hachoumi’s appointment follows a career combining university teaching, political engagement and senior administrative responsibilities within Moroccan institutions.
From Academia to party politics
Born on June 7, 1977, in Casablanca’s Hay Mohammadi neighborhood, Hachoumi holds a doctorate in constitutional law and political institutions.
He is a professor of constitutional law and political science at Mohammed V University’s Faculty of Legal, Economic and Social Sciences in Agdal, Rabat. He has also taught as a visiting professor at Hassan II University in Casablanca.
Alongside his academic career, Hachoumi has been active within the USFP, where he held responsibilities in the party’s youth organizations before joining its national structures.
In December 2025, he was elected to the party’s political bureau, following a proposal by USFP First Secretary Driss Lachgar.
He also contributed to the preparation of the party’s program ahead of the September 2026 legislative elections, particularly its proposals concerning institutional reform and public administration.
A career across parliament and public administration
Hachoumi has held several positions within government departments and parliamentary institutions.
Between 2010 and 2012, he served as an adviser to the Minister of Employment and Vocational Training.
He later became director of cabinet to Habib El Malki, who presided over Morocco’s House of Representatives between 2017 and 2021.
In March 2022, the Government Council approved Hachoumi’s appointment as Director of Human Resources, Budget and General Affairs at the Ministry of Economic Inclusion, Small Business, Employment and Skills.
He subsequently served as acting secretary-general of the ministry between 2022 and 2023.
His work in education and child protection
Beyond his academic and administrative roles, Hachoumi has been involved in civil society through the Chouala Association for Education and Culture, where he serves as first vice-president.
The organization works with children and young people through educational, cultural and recreational programs.
During his time at the employment ministry, Hachoumi also addressed the relationship between child labour and school dropout. In May 2023, he discussed government efforts to develop a national action plan against child labour, which included measures aimed at keeping children in education.
His new portfolio places him at the forefront of Morocco’s efforts to expand preschool access and reduce school dropout, two priorities within the country’s ongoing education reforms.
