Small-Business Confederation Urges El Mansouri to Make VSMEs a National Priority

The group maintained that it is not seeking new promises, but the conversion of existing commitments into “concrete and measurable” actions.

Marrakech – The Moroccan Confederation of Very Small, Small, and Medium Enterprises (CM-TPME) is urging the incoming government to place small businesses and the self-employed “at the heart of government priorities,” in an appeal addressed to the newly named head of government, Fatima Ezzahra El Mansouri, as coalition talks continue.

The confederation’s press release, issued Tuesday from Rabat, follows the September 23 legislative elections. The Authenticity and Modernity Party (PAM) topped the vote with 97 of 395 seats in the House of Representatives. King Mohammed VI appointed El Mansouri head of government on September 29 and tasked her with forming the new cabinet.

With consultations over the new executive still underway, the group framed its message as a “constructive, responsible” one oriented toward action and implementation.

The confederation described very small, small, and medium enterprises and auto-entrepreneurs as a core component of the national economy, accounting for more than 98% of all Moroccan businesses.

Given their role in creating jobs, driving activity, supporting territorial development, and strengthening social peace, it argued these firms warrant a public policy that is “coherent, sustainable,” and adapted to their realities.

The appeal builds on an earlier initiative. During the campaign for the September 23 vote, the confederation sent political parties, including PAM, a memorandum of 13 priority demands for small businesses and the self-employed.

The aim was to move entrepreneurs’ concerns beyond campaign declarations and promises toward commitments that can be programmed, verified, and measured. It asked each party to specify, for every demand, the implementation mechanisms, timelines, and budgetary resources required.

Several parties responded. The Party of Progress and Socialism (PPS), the Istiqlal Party, the Moroccan Liberal Party (PML), and others backed the 13 proposals, according to the confederation.

With the electoral phase closed, the group argued that campaign pledges must now give way to implementation. It called for the 13 demands to be factored into the next government program and into the 2027 Finance Bill.

It also urged that the sector’s specific problems be weighed before cabinet members are named, particularly for ministries with direct or indirect responsibility over these areas.

The confederation cautioned that the obstacles facing small firms cannot be handled by a single ministry or by “paper programs” detached from reality. It pointed to areas spanning the economy, investment, taxation, employment and social protection, trade, industry, handicrafts, digital transformation, public procurement, export, and access to credit.

On that basis, it called for “effective and horizontal” government coordination to prevent the dispersion of public policies.

The group maintained that it is not seeking new promises, but the conversion of existing commitments into “concrete and measurable” actions.

For each of the 13 demands, it proposed identifying the government commitment, the responsible ministry, the needed legal or regulatory mechanism, a timeline, the allocated budget, and indicators to measure results. That method, it noted, would allow a “national dashboard” to track commitments.

The confederation offered to present the memorandum in detail to El Mansouri and her incoming team, and called for a structured, permanent institutional dialogue to define, monitor, and evaluate public policies. Small businesses and the self-employed, it wrote, “no longer demand only promises,” but commitments, mechanisms, timelines, and results.
