Morocco’s Police Department, Central Bank Partner to Boost Data Security for Banks

Morocco’s Police Department, Central Bank Partner to Boost Data Security for Banks

Rabat – Morocco’s national police department (DGSN) signed a multilateral partnership agreement aiming to boost data security in the country with the country’s central bank, Bank Al-Maghrib (BAM), the National Commission for the Control of Personal Data Protection (CNDP), and GBPM,  an organization representing Moroccan banks, on Wednesday in Rabat.

Under the agreement, GPBM would gain access to a DGSN-developed security system “the National Trusted Third Party system” that would allow banks to verify the identity of individuals requesting access to banking services, according to a statement from Morocco’s central bank.

The system is expected to contribute to the country’s efforts to digitize the economy and administrative services. In addition, DGSN’s system would enhance the efficiency of the services Moroccan banks provide to customers.

In the statement, Bank Al-Maghrib explains that the National Trusted Party System would allow banks to protect their operations against the risks of fraud by identifying theft and money laundering attempts while also adhering to the standards of personal data protection.

Terms of the agreement state that the four parties would form a joint commission made of representatives from the four institutions to ensure the full implementation of the agreement.

The agreement marks the latest state-backed efforts to push forward with the country’s digitization strategy. Over the past 20 years, Morocco has launched a series of ambitious digitization projects aiming to make administrative services more accessible and efficient.  

The first plan was launched in 2005 under the name “e-Morocco (2005-2010),” followed by “Maroc Digital (2009-2013),” and the “Maroc Digital (2015-2020).” 

Morocco’s efforts have been hailed by a number of international entities, including the World Bank and the European Investment Bank.

In 2020, the World Bank provided Morocco with $500 Million (MAD 4.6 billion) in a financing package to boost digital inclusion.
