Rabat – Morocco’s Government Council, chaired on Thursday by Head of Government Aziz Akhannouch, approved a series of legislative, financial, and administrative measures aimed at reinforcing social stability, protecting purchasing power, and advancing ongoing public sector reforms.
The session opened with an update on national preparations for Eid Al-Adha, followed by the adoption of budgetary measures, civil service reforms, and institutional agreements.
Presenting an overview of preparations for Eid Al-Adha 1447, the Minister of Agriculture reassured that the national livestock sector is in a stable condition.
Morocco’s livestock population is estimated at nearly 40 million head, with between 8 and 9 million sheep and goats available for Eid sacrifice — exceeding projected demand of 6 to 7 million animals.
The National Office for Food Safety (ONSSA) confirmed that around 95% of female livestock have been preserved since August 2025, representing nearly 20 million head, excluding recent births. Authorities said these figures ensure both market supply and herd sustainability.
Protect purchasing power
The Government Council adopted a decree opening additional budget credits for 2026 in response to global economic pressures, particularly the impact of instability in the Middle East.
Government spokesperson Mustapha Baitas said the measure is designed to secure exceptional financial resources needed to mitigate external shocks and safeguard citizens’ purchasing power.
The funds will help maintain stable prices for butane gas, electricity, and transport services despite rising global energy costs, including natural gas, fuel, and coal. Additional allocations will also support recovery efforts following floods in northern Morocco and reinforce the financial capacity of public institutions facing unforeseen expenditures.
Reform of territorial administration
The Council approved a draft law establishing a special statute for employees of territorial administrations, covering regions, provinces, prefectures, and municipalities.
The reform aims to modernize the legal framework governing local government employees by clearly defining administrative rights, obligations, career rules, and remuneration systems adapted to the specific nature of territorial public service.
A separate draft law was adopted to establish a social welfare foundation for employees of the National Agency for Land Conservation, Cadastre, and Cartography (ANCFCC).
The initiative seeks to strengthen social services for agency staff and their families while improving governance, transparency, and efficiency in the management of social programs.
The Council took note of a bilateral agreement between Morocco and Burkina Faso on the mutual recognition of driving licenses, signed in Ouagadougou in December 2025, reflecting continued cooperation between the two countries.
